建区30多年来，秦皇岛经济技术开发区坚持实施项目带动战略，以项目壮实力、聚产业、促发展，形成了结构合理、特色鲜明、优势突出的现代产业体系。近年来，秦皇岛经济技术开发区着力发展战略性新兴产业，大力提升自主创新能力。数据产业蓬勃发展，着力以数据中心、云计算、数据处理、新媒体、信息通讯等产业为主导，成为发展战略性新兴产业的龙头，全面实施数据项目孵化、数据人才培养、数据经济支撑战略。目前，规划面积1.4平方公里的数据产业基地启动区已初步建成并投入使用，IBM秦皇岛数据产业研究院、中科院技术创新成果转化基地、中兴网信智慧城市、中兴恒和北斗卫星数据基地、千方科技智慧交通等项目落户，被评为“河北秦皇岛开发区特色数据产业基地”、“全国数据产业最佳基地”等称号。

Over the past 30 years since its establishment, the Qinhuangdao Economic& Technological Development Zone has been adhering to a project-driving strategy, under which projects have been used to boost strength, attract industries and promote development. As a result, a modern industrial system has been formed, which features rational structure, distinctive features and prominent advantage. In recent years, the zone has focused on developing strategic emerging industries so as to enhance its capacity in independent innovation. The data industry, highlighting data center, cloud computing, data processing, new media and information communication, has become a leading force in developing strategic emerging industries. This has helped the zone implement its strategies such as data project incubation, data personnel training and data economy support. Currently, the first phase of a 1.4-square-kilometer data industrial base has been preliminarily built and put into use. The projects already settling down in the zone include the IBM Qinhuangdao Data Industry Research Institute, the Chinese Academy of Sciences Technology and Innovation Results Conversion Base, the ZICT Smart City, the ZTE Henghe Beidou Satellite Data Base, and the Qianfang Sci-tech Smart Transportation. The zone has won titles such as the distinctive data industry base of the Qinhuangdao Development Zone in Hebei Province and the best data industry base in China.
