Statistical Communiqué on the 2005 Hebei Provincial Economic and Social Development


    In 2005, under the correct leadership of the Hebei Provincial Committee of CPC and the Hebei Provincial People’s Government, and guided by Deng Xiaoping Theory and the important thought of “Three Represents”, people of all nationalities of Hebei Province thoroughly implemented the spirit of the Fifth Plenary Session of the 16th CPC Central Committee and the 8th Plenary Session of the 6th Provincial Committee of CPC, built up and carried out the conception of scientific development. Around the theme "grasping the opportunities to accomplish a fast and better development", Hebei Province further implemented the distribution of regional economic development, stressing the structure adjustment and strengthening the reconstructions of major projects and the development of county-regional economy, and four principal strategies: Promoting Hebei with science and technology and education, further economic reform in the areas around Beijing and Tianjin and the region along Bohai Sea, urbanization and sustainable development. As a result, the provincial comprehensive strength made a remarkable progress. Reform and opening up further improved. Social undertakings progressed in full swing. The living standard of urban and rural population continued to improve. The major tasks of the 10th Five-Year Plan (2001-2005) were achieved satisfactorily, which had laid a solid foundation for the economic and social development in the period of the 11th Five-Year Plan (2006-2010).

    I. General Outlook

    The provincial economy kept a stable and fairly fast growth in 2005. Preliminary estimation indicated that the provincial GDP exceeded 1 trillion yuan and reached RMB1.01 trillion, up by 13.4 percent over the previous year, the highest increase range since 1997. The value-added of the primary industry was RMB145.39 billion up by 5.6 percent. The value-added of the secondary industry was RMB532.42 billion, up by 15.6 percent. The value-added of the tertiary industry was RMB333.85 billion, up by 13.4 percent. Of this total of the tertiary industry, wholesale, retail and the catering trade increased 10.9 percent and the real estate increased 4 percent. With rapid growth of other services, the added value of social services, scientific research and polytechnical services was RMB136.08 billion, up by 14.7 percent over the previous year. Per capita GDP reached RMB14, 814, up by 12.7 percent. This is the highest growth rate since 1997.

    Growth rate of prices decreased steadily in 2005. The general level of consumer prices in Hebei was up by 1.8 percent over the previous year. Its growth rate was 2.5 percentage points lower than that of the previous year. In the main eight sectors, food price rose 2.4 percent; prices for recreation, education, culture goods and services rose 5 percent; housing price climbed 5.5 percent. Prices for other goods in the main eight sectors either saw a slight decline. The prices of tobacco, liquors, articles, clothing, household apparatus and maintenance services, medical & health protection articles, traffic and telecommunication dropped 0.1 percent, 1.2 percent, 1.6 percent, 0.8 percent and 1 percent respectively. The producers’ prices for manufactured goods increased by 4.4 percent, and the purchasing prices for raw materials, fuels and power went up by 7 percent, but the growth rate dropped by 7.2 percent and 11.4 percent respectively. Producers’ prices for farm products were up by 2.5 percent.

    Employment and reemployment made a great achievement. By the end of 2005, the total of employed people in Hebei numbered about 35.68 million, or 510,000 more than that at the end of 2004. Of this total of employed people, 8.75 million were people in cities and towns, an increase of 270,000. The urban unemployment rate through unemployment registration was 3.93 percent at the end of 2005, dropped by 0.07 percentage point.

    The vigor and harmony of economic development strengthened. With more support provided to individually-owned enterprises, individual economy tended to a healthy development. The added value of individual economy was RMB485.08 billion, up by 14.7 percent, occupying 48 percent of the whole provincial GDP; actual tax paid by individually-owned enterprises was RMB46.29 billion, up by 39.1 percent, occupying 44.7 percent of the whole provincial revenue. Harmonious development of regional economy was promoted.

    Main problems that existed in the economic and social development included: the weak comprehensive ability of agriculture production; the difficulties in keeping the growth of rural household income; the tight contradiction on economic structure; relatively slow transformation of growth pattern; relatively heavy burden of employment and reemployment; distinct discrepancy between the production of resources and environment and the advancement of economic and social development; heavy tasks of overall consideration and harmonious development.

    II. Agriculture

    Hebei’s agriculture progressed steadily and the good harvest was achieved again. In 2005, the sown areas of grain crops were 93.604 million mu (about 6.24 million hectares), an increase of 3.9 percent compared with that of the previous year, and the sown areas of cotton were 8.602 million mu (about 573,467 hectares), a decrease of 1.435 million mu (about 95,667 hectares) compared with that of the previous year. The sown areas of oil-bearing crops were 8.385 million mu (about 559,000 hectares), a decrease of 369,000 mu (about 24,600 hectares) compared with that of the previous year, and the sown areas of vegetables were 16.575 million mu (about 1.105 million hectares), an increase of 2.1 percent compared with that of the previous year.

    The total output of grain in 2005 was 25.986 million tons, up by 4.8 percent, the highest level in the last six years. The output of cotton was 577,000 tons, a decrease of 13.3 percent; that of oil-bearing crops was 1.527 million tons, down by 1 percent. The output of vegetable was 64.676 million tons, up by 4.5 percent over that of last year. Animal husbandry developed rapidly. In 2005, the annual yields of meat, eggs and fresh milk were 5.776 million tons, 4.59 million tons and 3.403 million tons respectively, up by 7 percent, 6 percent and 27.7 percent respectively over those of the previous year. Forestry had maintained a smooth development. Fishery developed rapidly and the yield of aquatic products was 989,000 tons, up by 6.6 percent.

    Structural readjustment of Hebei’s agriculture made remarkable achievements in 2005. The output value of three major agricultural industries including animal husbandry, vegetable and fruit made up 70 percent in the total value of agriculture, forestry, animal husbandry and fishery, and the rate of contribution to agriculture production reached 88.8 percent. The process of agricultural industrialization was accelerated and the ratio of industrialized management of agriculture reached 49.4 percent, an increase by 2.7 percentage points compared with that of the previous year.

    Hebei’s agricultural infrastructures were enhanced. Effective irrigated areas reached 4.548 million hectares. Of this total, newly increased irrigated areas reached 63,000 hectares and the effective irrigation rate reached 75.9 percent, up by 1.6 percentage points compared with that of last year. About 105,000 hectares of land were newly added to the land watered by water-saving irrigation system. Total agricultural machinery power reached 84.872 million kw, up by 4.3 percent. Electricity consumed in rural area reached 33.71 billion kw, up by 26.4 percent.
 
    III. Industry and Building Industry
 
    Industrial production grew rapidly. The total added value of the industrial sector was RMB475.9 billion in 2005, up by 15.9 percent over the previous year. The added value of industrial enterprises above designated size (state-owned industrial enterprises and non-state-owned industrial enterprises with annual business turnover over RMB5 million) was RMB321.9 billion, up by 22.9 percent. The sales and production were well linked in 2005 and the sales ratio of industrial products was 98.1 percent.

    The economical gains of the industrial enterprises progressed steadily. The total profits of Hebei industrial enterprises above designated size reached RMB69.21 billion, up by 28.4 percent. Of this total, the profits of state-owned and state-holding enterprises stood at RMB23.15 billion, up by 15.2 percent; that of share-holding enterprises reached RMB26.58 billion, up by 29.5 percent; that of enterprises invested by foreign businessmen and enterprises invested by investors from Hong Kong, Macao and Taiwan stood at RMB16.21 billion, up by 19.1 percent, and that of the private enterprises was RMB18.49 billion, up by 44.7 percent. Among 38 industrial sectors, 30 ones increased their profits.

    Industrial structural readjustment had been optimized further in 2005. High technology and advanced technology were actively utilized to transform and upgrade traditional industries. The leading industries developed quickly, playing an important role in the development of Hebei’s economy. The industrial added value of iron and steel industry, equipment manufacturing industry, petroleum & chemical industry, foodstuff industry, pharmaceutical industry, building materials industry and textile-clothing industry accounted for 78.4 percent of total industry added value, and the contribution rate to industry development was 86 percent. High-tech industry maintained a rapid growth. In the enterprises, the added value of hi-tech industry reached RMB26.73 billion, up by 25.2 percent over that of the previous year. In 2005, the major products of energy, raw materials and part of the products with high added-value maintained a rapid growth: the output of coke was up by 40.1 percent; that of iron ore was up by 32.3 percent; that of pig iron was up by 24.6 percent; that of steel was up by 25.3 percent; that of rolled steel was up by 29.5 percent; that of motor vehicles was up by 36.4 percent; that of transformer was up by 19.2 percent and that of the automation meters and system grew by 18.1 percent.

    Flourishing building industry. In 2005, the value-added of building industry in Hebei was RMB56.52 billion, up by 13.4 percent over the previous year. The floor space of buildings under construction with qualification certificates reached 126.621 million square meters, up by 13 percent; the floor space of completed buildings reached 48.147 million square meters, down by 17.5 percent.
 
    IV. Investment in Fixed Assets
 
    The investment in fixed assets grew steadily and faster. The completed investment in fixed assets of Hebei Province in 2005 was RMB419.35 billion, up by 30.4 percent over the previous year. Of the total investment, that in urban areas was RMB336.16 billion, up by 37.8 percent, and that in rural areas was RMB83.19 billion, up by 7.1 percent.

    The adjustment of investment structure was optimized. The investment in the primary industry and the secondary industry quickened. The investment in the primary industry was RMB6.01 billion, up by 34 percent, 2.3 percentage points faster than that of the previous year; the investment in the secondary industry was RMB196.08 billion, up by 50.5 percent, 4 percentage points faster than that of the previous year, of this total, that of industry and manufacturing industry were RMB161.12 billion and RMB117.51 billion respectively, up by 51.5 percent and 42.4 percent. The investment in the tertiary industry increased by 26.7 percent. Of this total, the investments in services for residents and other services, wholesale and retail trades, lodging and the catering, communications and transportation, storage and post sectors, scientific research, technical services and geological & environment conservancy increased over 40 percent. In the investment in fixed assets in urban areas, funds raised by enterprises were RMB232.85 billion, up by 42.8 percent; utilized foreign investments were RMB7.63 billion, up by 31.5 percent.

    Major construction projects had been seen significant development. 1,011 projects each with an investment exceeding RMB100 million were under construction, an increase of 220. A total of investment was RMB156.56 billion, an increase of 48.3 percent compared with that of the previous year. Especially the No. 1 Project of Hebei, Caofeidian demonstration zone of chain economy, was greatly boosted, and the completed investment was RMB4.31 billion. With the expressway construction program speeding up, five expressways or sections in Hebei including Qingdao-Yinchuan expressway and so on were completed and opened to traffic. The first phase of central route of the south-to-north water diversion project in Hebei went well according to the schedule. Other key projects progressed smoothly, such as the Tangshan Caofeidian sea-filling project for land reclamation, the 1.3 million tons of steel cold rolling project made by Tangshan Iron and Steel Group Co, relocation project of the Capital Iron and Steel Group, construction project of the 5th stage coal dock of the Qinhuangdao Port, the projects of the first, second and third stages of motor production base Great Wall Motor Company Limited, Huawei Technical project of North China (Langfang) Technology Company Limited, two-million-ton coal chemical project of Xuyang China National Coal Group Corp. and new campus construction project of Hebei University of Science and Technology.
 
    V. Domestic Trade
 
    Consumer goods markets in Hebei presented a prosperous scene. In 2005, the total retail sales of consumer goods reached RMB295.29 billion, up by 14.6 percent over that of the previous year. The retail sales of consumer goods in urban areas reached RMB138.25 billion, up by 14.6 percent, and the retail sales of consumer goods in rural areas was RMB157.04 billion, up by 14.7 percent. In terms of different sectors, the retail sales of the wholesale and retail industry reached RMB254.13 billion, up by 14.1 percent, and the sales of the lodging and the catering industry was RMB34.96 billion, up by 19 percent.

    Of the total retail sales completed by wholesale and retail trading enterprises above designated size, the sales of telecommunication equipments increased by 230 percent as compared with the previous year; that of the building and decoration materials increased by 220 percent; that of motor vehicles was up by 80 percent; that of petroleum and related products was up by 51.8 percent; that of E-journal and video appliances was up by 31.1 percent.

    Rapid development of commodity markets. All sorts of commodity markets in Hebei reached 4,107 by the end of 2005. Of this total, there were 240 commodity markets with annual trade volume over RMB100 million. The trade volume of these markets totaled RMB232.29 billion, up by 10 percent over that of the previous year.
 
    VI. Foreign Economic Relations
 
    The export scale made remarkable breakthroughs in 2005. Total value of import and export in 2005 reached US$16.07 billion, up by 18.8 percent over that of the previous year. Of this total, the value of import was US$5.14 billion, up by 22.9 percent, and the value of export was US$10.93 billion, up by 17 percent. Structure of export commodities had been further optimized. The value of industrial products reached US$8.99 billion, up by 20.1 percent, accounting for 82.3 percent of the total export volume, 2.2 percentage points higher than that of the previous year; the mechanical and electrical products and hi-tech products were up by 41.3 percent and 70.1 percent respectively. The Multi-Market strategy was promoted. The trading values of Hebei and its major trade partners grew in different degrees.

    Utilizing foreign funds was expanded rapidly. The foreign capital actually utilized in Hebei went up to US$2.28 billion in 2005, up by 15.2 percent over that of the previous year. Of this total, the foreign direct investment reached US$1.91 billion, up by 17.8 percent. Projects involving large amounts of investment became major forces in drawing foreign capital. Foreign investment utilized through projects involving total investment above US$5 million each increased by 23.5 percent, accounting for 83.8 percent of the total direct investment. In 2005, 577 contract projects were newly approved. The contracted foreign capital stood at US$2.53 billion, up by 17.9 percent.

    In 2005, Hebei made great progress in domestic opening up. A total of 4,802 technologies were introduced into Hebei from other provinces, up by 0.5 percent. Totally RMB54.37 billion capital was introduced, up by 29.4 percent. A total of 45,000 professional personnel were introduced, up by 8.7 percent.

    The development of Hebei’s foreign economic and technological cooperation had maintained a good momentum. In 2005, 152 newly signed contracts on foreign economic and technological cooperation involved a total value of US$1.11 billion, an increase of 110 percent, with a completed turnover of US$570 million, up by 120 percent. The number of people for overseas assignments totaled 8,571, up by 3 percent.
 
    VII. Transportation, Post, Telecommunications and Tourism
 
    With further progress made in transportation, post and telecommunications sectors, an added value of RMB85.77 billion was reached in these fields in 2005, up by 18.1 percent over the previous year.

    Communications and transportation kept a momentum of rapid development in 2005. The freight turnover by all means of transportation reached 475.06 billion ton-kilometers, up by 29.3 percent over the previous year; the passenger flow by all means of transportation reached 98.98 billion person-kilometers, up by 4.7 percent over the previous year. The volume of freight handled by ports totaled 273.41 million tons, up by 23.6 percent over the previous year. The total mileage of road open to traffic in Hebei Province reached 75,894 kilometers. Of this total, expressway reached 2,135 kilometers, with newly-built expressway of 429.6 kilometers. Village road in the whole province reached 65,686 kilometers.

    The past year saw relatively fast development in postal and telecommunication sectors. The business transactions of postal and telecommunication services totaled RMB52.98 billion (at 2000 constant prices), up by 21.6 percent over the previous year. Of this total, postal services accounted for RMB2.51 billion, up by 12.3 percent; telecommunication services RMB50.47 billion, up by 22.1 percent. By the end of 2005, the total capacity of office exchanges reached 21.73 million gates, with 1.05 million newly installed exchanges. The total number of telephone subscribers reached 16.27 million at the end of 2005, with 492,000 new telephone subscribers. This included 9.47 million urban subscribers and 6.80 million rural subscribers, up by 410,000 subscribers and 82,000 subscribers respectively. Mobile phone users numbered 19.66 million by the end of 2005, with 4.53 million new subscribers. In total, the number of telephone and mobile phone users reached 35.93 million, an increase of 5.02 million compared with that of 2004. On the average, there were 52.8 telephones or mobile phones per 100 persons in Hebei.

    With rapid growth of tourism in 2005, a total of 626,000 international visitors came to Hebei for sight-seeing, business or family reunion purposes, an increase of 12.9 percent. Foreign exchange earnings from international tourism topped US$210 million, up by 10.4 percent. Hebei received a total of 80.68 million domestic visitors in 2005, up by 11.6 percent, with a revenue of RMB40.67 billion, up by 21.5 percent. Total tourism revenue was RMB42.41 billion, a year-on-year rise of 21.2 percent.
 
    VIII. Finance, Banking and Insurance
 
    The provincial revenue and expenditure increased relatively. In 2005, the total provincial revenues rose above the level of RMB100 billion and amounted to RMB103.52 billion, an increase of 33 percent over that of 2004. Of this total, the general local budget revenue reached RMB51.57 billion, increased by 26.5 percent; the total of financial expenditure was RMB96.22 billion, increased by 22.5 percent.

    Stable growth of the provincial finance, the remaining sum of savings deposit in all items in financial institutions totaled RMB1.08 trillion at the end of 2005, RMB139.5 billion more than that of the previous year. Loans in all items in financial institutions reached RMB641.52 billion, RMB68.24 billion more than that of the previous year. The net cash delivered into circulation recorded RMb45.61 billion.

    Steady progress was made in insurance industry. The premium of insurance companies totaled RMB21.73 billion, up by 5.8 percent over the previous year. Of this total, property insurance premium earnings was RMB5.36 billion; life insurance premium earnings amounted to RMB14.73 billion; health and casualty insurance premium earnings reached RMB1.64 billion, up by 7.6 percent, 4.1 percent and 16.8 percent respectively. Insurance companies paid an indemnity worth of RMB4.04 billion, of which, property insurance indemnity was RMB2.59 billion, up by 11.5 percent over the previous year; life insurance indemnity was RMB820 million, down by 5.9 percent over the previous year; health and casualty insurance indemnity was RMB630 million, up by 31 percent over the previous year.
 
    IX. Education, Science and Technology
 
    Process of education at all levels and types had been accelerated. In 2005, Hebei had an enrollment of 15,786 postgraduate students, including 6,600 new entrants, up by 5.7 percent and 1.7 percent respectively. By the end of 2005, the number of colleges and universities in Hebei had reached 86. The enrollment of regular undergraduates was 774,000, including 250,000 new entrants, up by 11 percent and 4.9 percent respectively. Specialized secondary schools had an enrollment of 419,000 students and vocational secondary schools had an enrollment of 404,000 students. Regular middle schools had an enrollment of 5.09 million students. Students enrolled in regular primary schools totaled 5 million ones. Enrollment ratio of school-age children reached 99.7 percent. The Nine-Year Compulsory Education had covered 93.8 percent of the relevant age group in Hebei, 3.1 percentage points higher than that of the previous year. Kindergartens accommodated 1.2 million children.

    New progress made in science field. The science and technology input increased in 2005. Total science and technology expenditure reached RMB9.78 billion, up by 13.7 percent over the previous year. Of this total, expenditure on research and development activities (R & D) was RMB5 billion, up by 14.2 percent over that of 2004, accounting for 4.9 percent of the provincial GDP. The number of scientific and technical staff in all fields stood at 125,000 at the end of 2005, up by 1.1 percent, including 85,000 scientists and engineers, up by 1.3 percent. Scientific innovation capability was enhanced continuously. 182 provincial and national level enterprise technical centers, engineering (and technological) research centers, key laboratories and China experiment bases were established. Meanwhile, 93 key innovative hi-tech projects and 84 hi-tech industrialization projects were organized and completed, including 34 state special projects and demonstration projects in process and 19 new state special projects and demonstration projects. A total of 1,750 scientific research outcomes at and above provincial or ministerial level were achieved. Some 6,401 patent applications were accepted; some 3,585 patent applications for new inventions were accepted, up by 13.4 percent and 5.2 percent respectively. A total of 3,338 technology transfer contracts were signed, representing RMB1.04 billion in value, up by 27.3 percent and 42.8 percent respectively.

    Comprehensive ability of technical service further strengthened. By the end of 2005, there were 3 institutions for certification of product quality and systems, which accumulatively certified products in 1,100 enterprises. A total of 150 authorized measurement institutions enforced compulsory inspection on 1.75 million measurement instruments. Hebei had 11 radar monitor observatories and 8 satellite cloud map receiving stations. There were 28 seismological monitor stations and 3 seismological remote monitor network stations. 15 maps were checked by mapping departments in 2005. Hebei had 12 monitoring and warning stations for the geo-environments, which successfully forecasted 6 geological disasters in 2005.
 
    X. Culture, Public Health and Sports
 
    Hebei’s cultural undertaking sped up. By the end of 2005, in Hebei there were 126 art-performing groups, 174 culture centers, 153 public libraries, 46 museums and 204 archives. In addition, Hebei had 12 radio broadcasting stations, 30 medium and short wave radio transmitting and relay stations, 12 TV stations and 44 TV transmitting and relay stations (each with a capacity over 1,000 watt). The subscribers to cable television programs numbered 4.7 million. And the project of “extending radio broadcasting and TV coverage to every village” was launched in 2005. Radio broadcasting and television broadcasting coverage rates were 98.6 percent. Hebei produced 18 TV dramas in 2005. A total of 940 million copies of newspapers above provincial level, 43.33 million copies of magazines and 190 million copies of books were published.

    The public health field was strengthened. As a three level (province, city and county) disease prevention and control net was actively promoted, 142 disease control and prevention projects and 106 medical aid projects were basically completed. By the end of 2005, there were 3,284 health institutions in Hebei with 162,000 hospital beds, including 2,783 general hospitals and health centers with 154,000 hospital beds; there were 191,000 health workers in Hebei, including 84,000 doctors and 50,000 chief nurses and nurses. Hebei registered 200 epidemic disease prevention and control institutions, employing 10,000 health workers, and 184 maternity and child hygiene institutions, employing 10,000 health workers. There were 1,966 village and township health care centers, possessing 36,000 medical beds and employing 38,000 health care workers. In Hebei, the number of villages with medical stations accounted for 93 percent of the total number of villages and there were 67,000 rural doctors and health workers.

    Hebei’s sports undertaking was vigorous. The provincial fit-keeping activities were fully promoted. New achievements were made in competitive sports. In 2005, athletes of Hebei won 56 gold medals, 39 silver medals and 42 bronze medals in domestic and world contests.
 
    XI. Population, Living Conditions and Social Security
 
    Birth rate stabilized at a low level. By the end of 2005, Hebei’s population reached 68.51 million. The year 2005 saw 877,000 births, with a birth rate of 12.84 per thousand, and 461,000 deaths, a death rate of 6.75 per thousand. The net growth of population in 2005 was 420,000, representing a natural growth rate of 6.1 per thousand, up by 0.3 permillage point.

    The living standard of the people improved further. The incomes of urban and rural residents maintained a faster increase. The per capita annual disposable income of urban residents rose above the level of RMB9, 000 and reached RMB9,107.1 in 2005, an increase of 14.5 percent. The per capita annual net income of rural residents was RMB3,481.6, an increase of 9.8 percent. While the incomes of the residents rose further, the consumption maintained a synchronous growth. The per capita consumption expenditure for Hebei’s urban residents was RMB6,699.7, up by 15.1 percent; that for rural residents was RMB2,165.7, up by 18 percent. The Engel coefficients (which refer to the proportion of expenditure on food to the total expenditure of households) were 34.6 percent for urban residents, the same as that of the previous year, and 41 percent for rural residents, down by 1.5 percentage points. Per capita floor space of urban residents reached 21.5 square meters, up by 11.4 percent; that of rural residents reached 28.4 square meters, up by 8.7 percent.

    Social security level saw improvement. By the end of 2005, 5.62 million people participated in basic medical insurance programs, an increase of 896,000. Of the total, 4.23 million were staff and workers, and 1.4 million were retirees. About 4.61 million people participated in unemployment insurance programs, a decrease of 178,000. A total of 7.08 million urban people participated in basic endowment insurance. Of this total, 5.24 million were staff and workers, and 1.84 million were retirees. All of the enterprise retirees who participated in basic endowment insurance programs received their pensions. Some 1.16 million people received the government minimum living allowance, including 348,000 rural residents.

    Stable development had been achieved in social welfare project. By the end of 2005, social welfare institutions of various types had had 67,000 beds and adopted 42,000 inmates of various kinds. There were 6,602 community service facilities in urban areas, including 231 comprehensive community service centers. In 2005, some RMB620 million of social welfare funds were raised, of which about RMB30 million were directly received from the social donations.
 
    XII. Resources and Environment
 
    Hebei’s cultivated land decreased further in 2005. The total cultivated land was 6.396 million hectares, 45,000 hectares less as compared with the previous year. Of this total, some 5.989 million hectares of cultivated land were farmland, an decrease of 18,000 hectares; 7,022 hectares of cultivated land were used for construction purpose, an increase of 241 hectares; 45,422 hectares of farmland were converted into land for ecological preservation, an increase of 942 hectares.

    2005 saw enhanced efforts for environment protection. In 2005, a total of 302,000 hectares of forest were planted, and the forest coverage rate was 23.25 percent. Pollution prevention and control in key river valleys made new achievements in 2005; in the meantime other environment-friendly projects achieved steady development, such as the sndstorm source control project around Beijing and Tianjin and the conversion of cultivated land into forests project, etc.
