Thanks to the implementation of the strategies
of revitalizing Hebei 's economy by means of science and technology, and
maintaining a sustainable development, Hebei Province has achieved all-around
development in its social undertakings like science and technology, education,
culture, public health, sports as well as in the construction of socialist
spiritual civilization.

Rapid progress was
made in the science field. At the end of 2005, the number of people
engaged in scientific and technological works reached 125,000, including
85,000 scientists and engineers. Scientific innovation capability was enhanced
continuously. The number of provincial and national level technology centers,
engineering (and technological) research centers, key laboratories and China
experiment bases leaped to 182. Meanwhile, 93 key innovative hi-tech projects
and 84 hi-tech industrialization projects were organized and completed, including 19
state special projects and demonstration projects. In the year 2005, a total of
1,750 science and technology research achievements were registered in provincial
level.

As a fundamental work in the construction of a modern and economically
strong province, education in Hebei has been regarded as a top priority. So, educational investment
has been increased greatly in recent years and education facilities have improved remarkably.
By the end of 2005, the number of colleges and universities
in Hebei has reached 86, with the admission of freshmen 250,
000 that year and the total number of college students
was 774, 000. In 2005, the number of post-graduates admission
was 6,600 and the total number of post-graduates registered was 15,786. In addition,
elementary education has been strengthened. The total number of the secondary school
students in 2005 was 5,095,000. The number of primary school students was over
5 million.

Hebei attached great importance to
cultural affairs. Cultural facilities have been improved continuously, bringing about many excellent
artistic works. At the end of 2005, Hebei had 126 performing troupes, 174
culture centers, 153 public libraries, 46 museums and 204 archives. In addition, Hebei had
30 medium and short wave radio transmitting and relay stations; 44 TV
transmitting and relay stations (each with a capacity over 1000 watt), and 4.703
million cable television subscribers, covering 98.6 percent of its population.
And 190 million copies of books were published in the
year.
New achievements were made in the public health field. As
a three level (province, city and county) disease prevention and control
net was completed, disease prevention and control ability was strengthened
greatly. At the end of 2005, Hebei had 3,284 public health organizations, including 2,783
hospitals and clinics equipped with 162,000 hospital beds. The number of medical
employees was 191,000, including 84,000 doctors and 50,000 nurses and chief
nurses.

Sports competition in the

results were achieved in sports sector. In recent years, Hebei's athletes
have raised their comprehensive ability and contesting skill so that their
contesting abilities have come up to or nearly to the record standards in Asia,
even in the world in many contest items. In 2005, athletes from Hebei
won 56 gold medals, 39 silver medals and 42 bronze medles in domestic
and world contests.
